Synopsis: Added: Oct 27, 2009 11:01 am Los Alamos National Laboratory (LANL), operated by Los Alamos National Security, LLC for the Department of Energy's National Nuclear Security Administration (NNSA), is preparing a solicitation to provide construction services to install and test the South Perimeter Intrusion, Detection, Assessment, and Delay System (PIDADS) at a major nuclear facility at the Laboratory. The South PIDADS includes construction of the PIDADS civil platform, installation of field processors, and installation of detection, assessment and delay systems
The Request for Proposals (RFP) will include proposer qualification requirements which must be submitted with proposals. The qualifications categories are experience, safety, quality, and financial. • Experience - Furnish two examples of similar type construction projects that Respondent has finished in the last ten years with a contract value of greater than $20M each that have measurable comparability to the RFP. • Safety- Experience Modification Rate: maximum allowable average of 1.0 or less; Total Recordable Injury/Illness Case rate: maximum allowable average of 3.2 or less; and Lost Workday Case Rate: maximum allowable average of 1.4 or less. • Quality -Provide a copy of Respondent's corporate QA Program document (i.e., QA Plan [Not a quality control plan] and implementing procedures). Include in this submission a resume of a quality assurance professional that will be assigned to the purposed work activity. The resume must include a listing of credentials that clearly demonstrates the ability to perform the assigned task. This includes but not limited to successful completion of training and/or certification for managing and implementing QA processes as addressed in 10 CFR 830.120 Subpart A and DOE Order 414.1C Quality Assurance. The resume must also include the identification of construction projects (by title and location) in which the quality professional managed or was assigned QA responsibilities.
• Financial - Provide evidence of financial stability, including audited balance sheets (or annual reports with similar data) for the past three years or a letter from a bonding company stating that Respondent can be bonded for a project of this size.
The project magnitude is estimated to be approximately $22 Million. LANS expects to issue an RFP on or about December 17, 2009. The subcontract award is expected approximately June 1, 2010. Construction is expected to start approximately June 2010 and complete within 2 years. This project has been determined to be Management Level 3.
