Short description of the contract or purchase(s)
The purpose of this call for tender is to design, plan, conduct and evaluate specific exercises for civil protection modules, technical assistance and support teams (TAST) and European Union civil protection teams (EUCPT) nominated by the participating States of the Union civil protection mechanism and deployable in civil protection missions under the mechanism, in accordance with Articles 3 and 4 of the Decision No 1313/2013/EU of the European Parliament and of the Council of 17.12.2013 on a Union Civil Protection Mechanism.
This tender procedure is divided into 4 lots.
The overall objective for lots 1 to 3 is to define a base scenario of an international deployment for exercises for the personnel and equipment of registered civil protection modules/TAST, other capacities of the voluntary pool and EUCPT. On the basis of this scenario the objective is to design, plan, conduct and self-evaluate specific exercises for civil protection modules, TAST, and EUCPT in civil protection. Specific exercise needs are, among others, the effective work in an international environment (including international guidelines), achieving high levels of interoperability (focus on management of the modules), self-sufficiency (logistics arrangements), establishing effective communication systems, as well as fostering exchanges of information about equipment and performing command structures. The contractor(s) of lots 1 to 3 also need to do a self-evaluation of the conduct of the exercise in order to improve their own performance. Lessons learnt from the exercises shall be immediately integrated into the subsequent exercises. All exercises shall enhance the operational cooperation between the participating States' modules, TAST, as well as the EUCPT and also test the coordination of EU civil protection assistance in accordance with rules and regulations. The exchange of information of different equipment and of information of command structures and communication tools is also important. Moreover, the exercises need to recreate conditions of the international environment of mechanism interventions, including the interactions of modules, TAST, and EUCPT with humanitarian and other relevant international actors. The purpose of lot 4 (modules exercises evaluation) is the improvement of the Union civil protection mechanism as a whole (performance of duties, procedures, understanding, etc.) and the improvement of the methodology of module exercise planning and conducting exercises.

Short description
The contractor shall design a base scenario for a table-top exercise for key personnel of civil protection modules, TAST as well as a EUCPT and then plan and conduct 5 exercises on the basis of the designed model. Each of the exercises shall have a capacity of a maximum of 26 participants (consisting of 20 key personnel of modules, 2 key personnel of TAST or at least TAST trained plus 4 Union mechanism-trained experts to establish an on-site coordination hub as part of the exercise). Each exercise shall last 2,5 days (travel time excluded). The exercises shall be conducted during the period October 2016 to September 2017.

The contractor shall design the base scenario for a functional exercise and then plan and conduct 4 exercises on this basis and self-evaluate exercises after the conduct. Each of the exercises shall have a capacity of participation of at least 3 civil protection modules from different participating States and up to 3 other capacities of the voluntary pool. This can be a different combination chosen from high-capacity pumping, water purification, CBRN detection and sampling modules, flood rescue using boats (FRB), advanced medical post with or without surgery (AMP/S), up to 3 relevant other capacities of the voluntary pool and 1 TAST from different participating States as well as a European Union civil protection team (EUCPT) of 5 experts to establish an on-site operations coordination centre. If there are other capacities participating in the exercise, after consultation with the Commission, the final combination in a given exercise could be of 2 modules and other capacities. Participation of capacities shall be confirmed by participating States (through contract or letter of intent). Each exercise shall last for 4 days (including arrival and departure times). The exercises shall be conducted during the period of October 2016 to September 2017.

The contractor shall design an evaluation process for table-top and field exercises and then participate in and evaluate 14 exercises (5 table-top exercises and 9 field exercises) on this basis. Conditions relating to the contract

Deposits and guarantees required:
The contractor may be required to provide a guarantee for the amount of the pre-financing equivalent to 30 % of the total amount of the contract, in compliance with Article I.4 of the draft contract. The Commission reserves the right to cancel the pre-financing foreseen, according to its management risk analysis or in the case that the awarded tenderer refuses such a pre-financing guarantee, and to modify the final version of the contract accordingly.

The payment scheme will consist of:
— pre-financing payment of 30 % of the total amount of the contract,
— 1 interim payment of 40 % of the total amount of the contract,
