The authoritative list of requirements can be found in the Invitation to Tender document and its appendices. A brief summary of the main requirements is shown here:
— The vendor shall demonstrate that the energy analyser is already in the markets and show experimental data illustrating its performance. Proposals for prototypes or R&D projects will not be accepted.
— The vendor shall provide detailed technical and scientific information about their analyser, list of existing users, examples of research already conducted with the system and results from internal tests.
— The vendor shall also provide information on delivery time, terms of delivery, terms of payment, support, infrastructure requirements for the analyser and warranty clauses.
— The vendor shall satisfy the terms of payment, award criteria, and other terms of procurement as stated in the Invitation to Tender document. The vendor shall also signing a statement on their suitability as a tenderer.
— The Contracting Authority has general requirements for the analyser and these are described in detail in the Invitation to Tender document.
— The Contracting Authority sets specific standards for the technical performance of the analyser. These are described in the appendix 1 of the Invitation to Tender.
— The site of research (MAX IV Laboratory) sets specific standards for scientific equipment. These are described in the appendix 2 of the Invitation to Tender.
— The most economically advantageous Tender will be chosen. Technical suitability and performance counts as 50 %, total price 40 % and support 10 % in the award criteria.
An authorized representative of the vendor shall sign the Attachment 3 (Suitability of Tenderer) of the Invitation to Tender document.
The Tender must be written in English, include all the information required in the Invitation to Tender, and the Tender must be received by the Contracting Authority on 17.8.2015 no later than 16:00 o'clock Finnish time.
The Contracting Authority reserves the right to reject all submitted Tenders. The Contracting Authority will also have the right to reject Tenders that do not comply with the attached Invitation to Tender, and Tenders that are found inadequate. Tenders arriving late will also be excluded from consideration. No e-mailed or faxed Tenders will be considered.

Additional information
Queries concerning the Invitation to Tender may be sent to Contact Person (mika.hirsimaki@tut.fi) until 31.7.2015 16:00 Finnish time. All queries received and the related answers will be e-mailed to all Tenderers by 3.8.2015. No names of companies or persons will be revealed in this e-mail. The Contact Person will not engage in any private correspondence with a Tenderer on technical matters concerning the System. Such queries will be dealt solely via the query-answer process as described above. Any Tenderers who wish to participate in query-answer correspondence are requested to send the Contact Person (mika.hirsimaki@tut.fi) an e-mail address to which the questions and answers should be mailed.
According to legislation on the publicity of documents, procurement documents are, in general, public. Tenders should be drawn up in such a way that they do not include trade or professional secrets.
