Short description of the contract or purchase(s)
The Joint Research Centre Karlsruhe (JRC-ITU) intends to sign a framework contract for the organisation of language training for its staff working at the Karlsruhe site.
The language training shall be offered in the following official languages of the European Union: English, French, German and Italian. Demand and budgetary means permitting, training may also be organised for other languages.
Courses will normally take place at the contractor's premises or exceptionally at JRC-ITU premises. The contractor's premises must be situated in Karlsruhe or close to JRC-ITU and must be easily accessible by public transport.

Tenders may be submitted by groupings of economic operators. Groupings shall designate a prime contractor who will be responsible for receiving and making payments to the members of the grouping, for management, coordination and safety.
Each grouping member must submit the necessary documents listed in point III.2.1. However, in the event of a grouping, the documents requested in points III.2.2 and III.2.3 may be compiled jointly by several members.
Each grouping member accepts joint and several liability vis-à-vis the Commission.

Information and formalities necessary for evaluating if the requirements are met: To be eligible to participate in this award procedure, tenderers must not be in any of the exclusion situations referred to in Articles 106 and 107 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (OJ L 298 of 26.10.2012). See self-certification model in the invitation to tender dossier. Candidates must also furnish proof of their entry in a professional or trade register.
The tenderer awarded the contract must provide the appropriate proof prior to contract signature in accordance with Article 143(3) of Commission Delegated Regulation (EU) No 1268/2012 of 29.10.2012 (OJ L 362 of 31.12.2012).

Information and formalities necessary for evaluating if the requirements are met: (a) Proof of the tenderer's overall turnover for the past 3 financial years. The tenderer's average annual turnover must amount to at least 100 000 EUR.

Information and formalities necessary for evaluating if the requirements are met:
(a) A list of main contracts for the provision of language courses, with details of the sums, dates and public or private recipients, over the past 3 financial years. At least 3 references shall be indicated.
(b) Academic and professional qualifications (including CVs) of the designated contact person for the purposes of performance of the contract. He/she shall have at least 3 years' experience in managing or teaching language courses.
(c) Description of the structure of the company with an indication of the number and qualification of staff (teachers) available. The company shall provide proof of having adequate infrastructure and resources in order to fulfil the contract.
(d) Description of the location of and the room arrangements at the premises where language training will be delivered. These shall be able to accommodate a minimum of 3 groups of 10 people each at the same time. Furthermore, they shall be situated in Karlsruhe or close to JRC-ITU and must be easily accessible by public transport.
(e) Description of the pedagogical concept of the company, demonstrating conformity with the standards defined in the European language portfolio (ELP) and the common European framework of reference for languages (CEFR).
