Call for expressions of interest

1.

2.
Participation procedure:

1. The aim of this call for expressions of interest is to compile a list of preselected candidates who shall be invited to submit a tender for the possible conclusion of service contracts in the field of the following activities:
assistance for the Ispra Site Management Directorate and the institutions of the JRC-Ispra in the design, management and performance of works to construct, restore and maintain buildings, facilities and infrastructure on the site,
in accordance with that stated in section 4 of this notice.
2. Inclusion on the list does not entail any obligation on the part of the contracting authority vis-à-vis the conclusion of contracts.
3. Interested parties (candidates) must express their interest in 1 of the official languages of the European Union and send their application to the address stated in point 1 via either of the following methods:
(a) by post or courier to the address stated in section 1 above; or
(b) delivery by hand to the address stated above at the Ispra JRC's internal mail service, Building No 1. The service is open Monday to Friday, 9:00–12:00 and 14:00–16:00, except during days when the JRC is closed.
Applications submitted via other means will not be taken into consideration.
4. Please send via e-mail (jrc-ism-c4-c5-lv-procurement@ec.europa.eu) for the attention of the service/official mentioned above, the date on which the expression of interest was sent and the postal/courier service used.
5. Expressions of interest must be placed inside an envelope and be marked on the outside with: the address and name of the service of the Commission/official in paragraph 1 as well as the following:
'JRC/IPR/2015/C.4/0029/AMI — Servizi di consulenza — Si prega il servizio postale interno di non aprire questa busta'.
6. This envelope must contain all the documents listed in section 3 of this notice. All documents must also be provided in electronic format (on a USB stick or CD).

8. Contact. During the procedure, contact between the contracting authority and candidates is permitted only in exceptional circumstances, and exclusively under the following conditions:
(a) Prior to the deadline for submission of applications:
— at the request of candidates, the contracting authority may provide additional information for the sole purpose of clarifying the nature of the contract,

(b) During assessment of the application:
— the contracting authority may request clarifications or additional documentation considered necessary to assess the application,
— the candidate shall provide said documents and/or clarifications in good time, in accordance with the procedures specified in the request.
3.
Documents to be provided:

The call for expressions of interest must include the following documents:
1. A cover letter, signed by the candidate or 1 of his duly authorised representatives, clearly stating the reference number of this procedure (JRC/IPR/2015/C.4/0029/AMI) as well as the following:
a. the sector(s) (sub-list(s)) in section 7 of this notice, for which an application has been submitted;
b. the role and responsibilities of each member, if an application is from a temporary grouping of companies,
c. all subcontractors whose capacities may be relied on in order to meet the minimum capacity levels stated section 11, including a statement from the subcontractor to that effect;
d. the name and references of a contact person for this procedure;
e. the candidate's contact person's e-mail address.
2. The declaration on honour (Annex A to this notice) confirming that the candidate is not in any of the exclusion situations (see section 10), duly signed and dated by an authorised representative.
3. The documentary evidence to be provided for assessment of the selection criteria stated in section 11 of this notice.
4.
General description of the procedure:

1. This procedure (call for expressions of interest) is for services related to design, advisory work appertaining to architecture, civil engineering, town planning, the environment and plant engineering, as part of the activities carried out on the Ispra site of the European Commission's Joint Research Centre (JRC) (JRC — Ispra).
2. The call for expressions of interest is open and the list of preselected candidates is valid for the period specified in section 9. Interested economic operators may apply at any time prior to the final 3 months of this period.
3. For each sector (sub-list) in section 7 below, the contracting authority shall draw up a list of preselected candidates who meet the respective criteria set out in section 11.
5.
Data protection:

1. Should the response to the call for expressions of interest involve the registration and processing of personal data (e.g. forename, surname, address, CV), such data will be processed in accordance with Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18.12.2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. Unless otherwise specified, the application and the personal data requested are necessary for the purposes stated in section 4 and will be processed for this purpose only by the Ispra Site Management Directorate. 2. Personal data of candidates may be registered in the early warning system (EWS) only or both in the EWS and central exclusion database (CED) by the Accounting Officer of the Commission, should they be in 1 of the situations mentioned in:
— Commission Decision 2008/969/EC, Euratom of 16.12.2008 on the Early Warning System for the use of authorising officers of the Commission and the executive agencies (for more information, see the privacy statement on: http://ec.europa.eu/budget/contracts_grants/info_contracts/legal_entities/legal_entities_en.cfm),
— Commission Regulation (EC, Euratom) No 1302/2008 of 17.12.2008 on the central exclusion database (for more information see the privacy statement on:

6.
Use of the list:

1. In the event that a specific contract relating to 1 of the sectors described in section 7 is concluded, the contracting authority shall invite all candidates in the relative sub-list to submit a tender, on the basis of the relevant specifications and in accordance with the procedure laid down in the specific notice.
2. The list resulting from this procedure shall only be used for awarding contracts with low values.
3. For each of the activity sectors (section 7), the total amount of all contracts signed in a year cannot exceed 134 000 EUR.
7.
Full description of the areas covered:

1. The type of service required is divided into the following sectors (sub-lists):
A. architectural, building and structural design, static testing;
B. geological and geotechnical surveys;
C. coordination for safety;
D. design of electrical and special installations;
E. design of HVAC/BMS installations;
F. energy saving — energy certification — environmental engineering;
G. topographical surveys;
H. sanitary installations — drainage systems — water networks;
I. periodic inspections in accordance with Presidential Decree 462/01.
8.
Description of place of performance of the services:

1. For information only, within the JRC-Ispra, there are the following:
— chemical laboratories,
— biological laboratories,
— laboratories that manage thermo-hydraulic and mechanical installations,
— laboratories that manage IT systems,
— offices,
— shops,
— workshops,
— a thermal energy and electricity production plant,
— water pumping, treatment and purification plants,
— electrical substations,
— heat exchange substations.
— box culverts (technical tunnels) containing piping and cable ducts to provide energy to buildings,
— buildings intended for nuclear-related activities in the classified zone from a radiation protection point of view (within the meaning of Legislative Decree 230/95).
2. The Ispra site has extraterritoriality status which, as regards design and construction, results in autonomy on the part of the JRC in deciding on procedures for applying Italian laws. In this respect:
a. it is under no obligation to report projects and request a building permit from the Italian authorities. However, the Commission has an internal control body that validates the project and authorises the construction work. This body also issues an opinion as to the viability of the completed work (consultation procedure);
b. it is under no obligation to obtain an opinion from the Italian authorities as to fire prevention. However, under the aforementioned consultation procedure, the final design is subject to procedures similar to those applied at national level;
c. the JRC need not follow, within its site, the local building code. It has, however, its own development plan containing certain requirements regarding the maximum height of buildings, materials, colours, etc. Furthermore, the JRC is required to apply, wherever possible, the building regulations defined by the Commission's Office for Infrastructure and Logistics in Brussels (ref: http://ec.europa.eu/oib/documents_fr.htm). Lastly, it should be noted that some external works on the perimeter fence (residences and installations) may be subject to the authorisation of the competent national authorities.
9.
Expiry date of the list resulting from this call for expressions of interest:

The list resulting from this notice is valid for 3 years from the date it is dispatched for publication (see section 13).
10.
Exclusion criteria:

1. To be eligible to take part in this procedure, candidates must not be in 1 of the exclusion situation listed in Articles 106 and 107 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012.
2. Candidates (including all members of a temporary grouping of companies) and any subcontractors identified must sign the declaration on honour (Annex A to this notice), stating that they are not in any of the situations listed therein.
3. At the contracting authority's request, the successful tenderer of a contract (see section 6.2 above), including all members in the case of a temporary grouping of companies and all the subcontractors identified for performing said contract, must provide the documentary evidence indicated in Article 143(3) of Commission Delegated Regulation (EU) No 1268/2012 of 29.10.2012.
11.
Selection criteria — technical capacity:

1. The aim of the selection criteria is to determine if candidates have the technical capacity to provide the services listed in section 7.
2. Those eligible for preselection are professionals, groupings of professionals, engineering companies.
3. For each sector in section 7, a professional may neither submit an application both as an individual candidate and as a member of a grouping/grouping of companies/engineering companies, nor as a member of 1 or more groupings/groupings of companies/engineering companies.
4. 'Register' is to be understood as that of a professional association or guild, or equivalent register; enrolment in such a register is a legal requirement in order to perform the activity.
5. For applications submitted by companies, groupings, or engineering companies, details of the projects (works) submitted in order to comply with the technical professional requirements may be from 1 or more employees of the company/grouping/engineering company, providing the professional party (signatory for each project) be specifically indicated and included in the candidate's staff.
6. In order to meet requirements in different categories, the same services provided cannot be used more than once.
7. For each sector (sub-list) referred to in section 7, for which interest is expressed, the relevant documents must be provided in support of the declarations made in order to comply with requirements. Such documentation may be in the form of: letters of assignment; copies of invoices; statements from service providers; extracts from projects, etc., clearly showing that the service was duly provided and that information provided (in order to comply with requirements), is true.
8. The contracting authority reserves the right, if it deems it appropriate, to require candidates to provide appropriate explanatory documentation if the aforementioned documents do not clearly explain the activities undertaken.
9. If a grouping of several economic operators submits an application, all members thereof must provide the relevant documents with regard to the criteria in section 11. All technical criteria shall apply to the grouping as a whole with regard to the entire grouping's resources.
A. Architectural, building and structural design, static testing
1. The candidate must meet the following requirements:
i. be entered on the register for at least 10 years and have legal authorisation;
ii. have carried out projects/static testing related to the works for at least:
(a) 5 000 000 EUR;
or
(b) 10 000 m3.
2. The requirements under point ii. may be partially covered, providing the 2 percentages of these requirements, when added together, come to at least 100 % in total.
For example, a candidate with projects related to architectural, building and structural design, static testing corresponding to:
— 2 000 000 EUR → 40 % of 5 000 000 EUR,
— 6 000 m3 → 60 % of 10 000 m3.
The 2 percentages added together come to 100 % of the overall requirement.
B. Geological and geotechnical surveys
1. The candidate must meet the following requirements:
i. have carried out, during the 3 years prior to submitting the application, at least 30 surveys (the statement must be accompanied by a descriptive report and an analysis of the survey results).
C. Coordination for safety
1. The candidate must meet the following requirement:
i. have legal authorisation for at least 6 consecutive years.
D. Design of electrical and special installations
1. The candidate must meet the following requirements:
i. entry on the professional register;
ii. have carried out projects relating to electrical installations comprising at least:
(a) design of civil installations of at least 10 MW;
or
(b) design of substations of at least 25 MW (main transformer size);
or
(c) final design for electrical works of at least 1 000 000 EUR.
2. The requirements under point ii. may be partially covered, providing the 3 percentages of these requirements, when added together, come to at least 100 % in total.
For example, a candidate who carried out projects related to electrical installations comprising:
— civil installations: 5 MW → 50 % of 10 MW,
— substations: 5 MW → 20 % of 25 MW,
— final design for electrical works 300 000 EUR → 30 % of 1 000 000 EUR.
The 3 percentages added together come to 100 % of the overall requirement.
E. Design of HVAC/BMS installations
1. The candidate must meet the following requirements:
i. entry on the professional register;
ii. have carried out projects relating to installations/works (HVAC/BMS) comprising at least:
(a) projects relating to heat distribution installations for civil constructions of at least 40 MW;
or
(b) design of industrial thermal power plants of at least 100 MW;
or
(c) works project of at least 4 000 000 EUR.
2. The requirements under point ii. may be partially covered, providing the 3 percentages of these requirements, when added together, come to at least 100 % in total.
For example, a candidate who carried out projects related to installations/works (HVAC/BMS) comprising:
— civil installations: 20 MW → 50 % of 40 MW,
— industrial thermal power plants: 25 MW → 25 % of 100 MW,
— works project of 1 000 000 EUR → 25 % of 4 000 000 EUR.
The 3 percentages added together come to 100 % of the overall requirement.
F. Energy saving — energy certification — environmental engineering
1. The candidate must meet the following requirements:
i. have legal authorisation in the Lombardy region (list of certificates);
ii. must have carried out:
(a) at least 50 energy certifications;
or
(b) at least 10 energy rehabilitation projects.
2. The requirements under point ii. may be partially covered, providing the 2 percentages of these requirements, when added together, come to at least 100 % in total.
For example, a candidate who performed certifications as regards energy saving — energy certification — environment engineering comprising
— 25 energy certifications →50 % of 50,
— 5 energy rehabilitation projects →50 % of 10.
The 2 percentages added together come to 100 % of the overall requirement.
G. Topographical surveys
1. The candidate must meet the following requirement:
i. have carried out at least 10 topographical survey campaigns.
H. Sanitary installations — drainage systems — water networks
1. The candidate must meet the following requirement:
i. at least 10 installation projects.
I. Periodic inspections in accordance with Presidential Decree 462/01
1. The candidate must meet the following requirement:
i. have the legal authorisations required for the installation certification activity.
12.
Ex-post information:

1. Details regarding contractors who have entered into a contract over 15 000 EUR, awarded under the procedure in section 4, will be published on the contracting authority's website no later than 30 June of the year following contract award.
2. These details include the name, location (address for legal persons and region of provenance for natural persons), value and the object of the contract. For natural persons, the details will be removed 2 years following the year of award.
