Technical dialogue / market survey:
The Danish Defence Acquisition and Logistics Organization (hereinafter referred to as DALO) plans to invite tenders for a contract regarding full face protective masks with filter systems and accessory equipment, and/or possibly, a service contract regarding full face protective masks.
As part of the preparation DALO would like to invite potential contractors to discussions (technical dialogue, cf. preamble 49 to the defence and security sector directive) regarding the contract for the purpose of gathering information to be used for the preparation of tender documents. It should be noted, that DALO plans to tender under the auspices of the defence and security sector directive. Further, DALO expects that the requirements specification will refer to standards in documents classified at the level NATO CONFIDENTIAL. Access to a classified document requires that the potential contractor (or the relevant employees at the contractor) have a security clearence at the same level, or higher, than the level of the classified document. However, DALO plans may be subject to changes, based on the information gathered during the discussions.
The discussions are planned to take place in the period from the date of dispatch of this notice until December 2015. DALO plans to conduct the discussions via Mercell Sourcing Services, however, DALO may decide to host meetings with the participant, cf. section VI.2.
The primary purpose of the full face protective mask is to secure that the Danish armed forces are protected from dangerous substances such as Chemical War Agents (CWA) and/or Toxic Industrial Materials (TIM), so they are able to conduct military operations in areas contaminated with dangerous substances. Such operations may last up to 24 hours and is normally carried out in an extreme and stressful environment, e.g. on the battlefield or during a terrorist attack, in an extreme hot/cold and/or dry/wet climate. In order to fulfil this purpose the full face protective mask should not impose any restrictions (e.g. by limiting ‘field of vision’ or ‘manoeuvrability’ or by facilitating heat stress) on the Danish armed forces' combat force while wearing the full face protective mask.
The full face protective mask will be worn along with the other Individual Protection Equipment (IPE) used by the Danish armed forces. This equipment system consists of CBRN protective gloves, CBRN protective over boots and a CBRN protective suit, which provides a full CBRN protective kit. The full face protective mask shall work together with the jacket of the CBRN protective suit to provide a tight seal around the face. If any integration/modification is necessary, DALO envisage that this will be done on the jacket of the CBRN protective suit.
The participant are welcome to discuss any solution that they see fit for DALO needs, however at present, DALO envisage that a ‘full face’ protection mask could be:
a) a Negative Pressure Air Purifying Device (NAPD). This is defined as a full face protective mask that is designed and constructed to enable the wearer to breathe ambient air via a filter(s). The exhaled air passes without recirculation from the full face protective mask via the exhalation valve(s) to the ambient atmosphere.
b) a Positive Pressure Air Purifying Device (PAPD). A positive pressure, air purifying device with full face protective mask is designed and constructed to pass ambient air via a filter(s) into the full face protective mask under positive pressure (generally provided by a fan blower unit) to enable the wearer to breathe. The exhaled air passes without recirculation from the full face protective mask via the exhalation valve(s) to the ambient atmosphere.
c) a full face protective mask with both NAPD and PAPD functionalities.
DALO is conducting the technical dialogue / market survey via Mercell Sourcing Services. For further instructions regarding access to documents and practicalities in relation to the technical dialogue / market survey, please see section VI.2.

The potential contractors are expected to be operators with experience in making deliveries of full face protective masks and filter systems for military use and purposes.
For the discussions DALO has prepared a Request for Information questionnaire where the potential contractors are asked to give their opinion on different topics such as, the draft requirements specification, the contractual framework, the market, i.e. product segmentation and development, technology, security of supply etc. DALO would like to strongly encourage the potential contractors to obtain the questionnaire via Mercell Sourcing Services, see also Annex A.I, and return it in filled out form — preferably in English and no later than 20.11.2015 (should DALO decide to host meetings, the replies may be taken into account by DALO when selecting the participants).
The purpose of this prior information notice is solely to inform interested contractors of the existence of the tender and of the possibility to participate in the above-mentioned discussions.
The notice is not a call for pre-qualification applications, and participation in the discussions will not be required for prequalification in the coming call for tenders.
Regarding section II.4) potential contractors are kindly made aware, that aside from the Request for Information mentioned above, no further information regarding the tender material, documents, conditions or the tender procedure is available prior to the publication of the contract notice.
Questions to the procedure can be submitted via the communications ‘tab’ in Mercell.
Regarding potential meetings: If DALO decides to host meetings, DALO will invite the participants registered for the discussions in Mercell to apply for participation in the meetings. The invitation will include practical information, the number of participants envisaged, and, objective criteria for selection of participants if DALO receives more applications for participation than the number envisaged. The meetings will be held at the premises of DALO, cf. section I.1.
