Short description of nature and quantity or value of supplies or services:
The subject of the framework contract concerns the provision of expert support for the transparent, credible and justifiable selection of a site for a deep geological repository for radioactive waste in the Czech Republic in such a way as to provide for the optimisation of siting activities by a contractor who has experience in the respective fields of activity acquired during the siting process for a deep geological repository in crystalline rock and concerning which the siting process has reached the licensing phase. Support will be required in the following areas:
— the assessment and/or development of procedures and methods for the selection of the most suitable site for deep geological disposal;
— a cost estimate covering the preparation and construction of the deep geological repository and cost optimisation documentation;
— participation in communication activities with the general public, the relevant authorities and NGOs.
The contractor shall perform these tasks via the application of his knowledge and expertise in the above-mentioned areas, including among others:
— procedures and methods for the characterisation of selected sites;
— quality requirements concerning the various siting processes;
— geo-disciplines (petrography, geomorphology, tectonics, geochemistry, geophysics, engineering geology etc.);
— hydrogeology and hydrology;
— engineering and project solutions concerning deep geological disposal;
— an environmental impact assessment;
— safety assessment documentation.

Justification of the effectiveness of the subject of public procurement in accordance with § 1 Reg. MMR No. 232/2012 Coll., on details of the scope of the justification of the effectiveness of public procurement and the reasoning of the public contract:
a) A description of the aims to be achieved through the fulfilment of the public contract:
(i) One of the core activities of the contracting authority — the Radioactive Waste Repository Authority consists, according to § 26 par. 3 of Act. No. 18/1997 Coll., the Atomic Act, of the preparation, construction and operation of a deep geological repository for high-level radioactive waste and spent nuclear fuel.
(ii) According to the updated State Energy Policy a site should be chosen for the construction of a deep geological repository by 2025, while the Government in its Resolution no. 955 dated 20.12.2012, imposed the requirement to reduce the number of sites to 2 by the end of 2018.
(iii) The purpose of this contract is to obtain expert support team experienced in the process of site selection and preparatory work for the construction of a deep geological disposal facility in crystalline rock in his own country.
b) Description of the subject of the public contract — see II 4).
c) A description of the relationship between the public contract and the needs of the client: This expert and supervisory support will contribute significantly to a process which successfully leads to the gradual reduction in the number of sites which, in turn, leads to the selection of the final and reserve sites, to the subsequent successful conclusion of the licensing process involving the regulator and to the acceptance of the siting results by the general public.
d) Expected date of fulfilment of the public contract: It is expected that the period of execution of the framework contract will be concluded by the end of 2020.
