Description of the procurement:
The Ministry of Trade, Industry and Fisheries (NFD) asked Statsbygg is an assignment letter dated 12.12.2017 to prepare a localisation analysis with a function description and cost estimate for a new combined store and waste disposal site for low and medium active radioactive waste (a new KLDRA). The review shall be available as an additional review to the government's consideration of a concept choice for storing Norwegian radioactive waste.

Statsbygg is holding this competition so as to be able to fulfil the order from the NFD. The delivery to Statsbygg shall include function descriptions, a localisation analysis and cost estimate for a new KLDRA and any additional facilities.

The tenderer is required to have a legally established company.

Company Registration Certificate. (Foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered.).

Economic and financial standing
List and brief description of selection criteria:
Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasised.

The Norwegian construction and property management department will carry out a credit rating of tenderers.

Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.

Technical and professional ability
List and brief description of selection criteria:
Tenderers are required (as a company or group of companies) to have very good experience from asisgnments with a transferable value.

In total a description shall be given of three reference projects in the last three years that together are relevant and have a transferable value for the assignment. If more than three projects are presented, only the most recent will be evaluated.

Statsbygg´s experience with the tenderers can be emphasised.

Tenderers are required to have a secure implementation ability (capacity) to fulfil the contract.

A statement of the total capacity and a description of allocated capacity for the entire assignment, both for own resources and any sub-consultants. Maximum one page. See the information below on a commitment statement from any sub-consultants.
