Stichting Voorbereiding Pallas-reactor has awarded the EPC / EPCM for the Design, Construction and Commissioning of the Nuclear Island (DNI) and is pleased to invite Expressions of Interest (EOI) for the supply of Information Systems Integration to assist it with the development of an integrated lifecycle management system supporting project management, engineering, construction and operations, and including:

— Asset Lifecycle Management (ALM) including such processes as configuration management, documents and records, maintenance, inspections,

— management of contractor deliverables and data,

— condition monitoring and planning of condition-based maintenance,

— ongoing optimisation of the plant design and the operational processes through modelling and simulations based on ALM data.

Description of the procurement:
Fulfil the following requirements for the supply of Information Systems Integration to assist it with the development of an integrated lifecycle management system supporting project management, engineering, construction and operations, and including:

— Asset Lifecycle Management (ALM) including such processes as configuration management, documents and records, maintenance, inspections,

— management of contractor deliverables and data,

— condition monitoring and planning of condition-based maintenance,

— ongoing optimisation of the plant design and the operational processes through modelling and simulations based on ALM data,

— operator training and development, and potentially

— operations management including Enterprise Resource Planning (ERP).

Qualified candidates will be able to demonstrate significant recent experience in helping to implement integrated systems incorporating the above-mentioned systems and technologies. The specific services envisaged include:

— advising Pallas on the “state of the art” with respect to the abovementioned systems and technologies,

— helping Pallas to determine the overall architecture, data model, processes and conventions for the future system,

— assessing the existing systems of Pallas and its contractors and developing a roadmap to implement the future system,

— developing detailed requirements and specifications for the individual system components,

— assisting with the procurement and selection of software vendors to implement the necessary components,

— co-ordinating the implementation of the various components to ensure integration and compliance with the overall vision, and

— assisting Pallas with the exploitation of the system including the conduct of simulations for design optimisation.

Pallas expects to agree a framework contract in which the specific activities to be conducted are agreed as a series of work packages developed over the project lifecycle. Thus, Pallas cannot guarantee that all of the above services will ultimately be required and Pallas will also expect the successful candidate to carry out additional work of a similar nature should the need become apparent.

Pallas wishes to appoint a single, vendor-neutral integrator to work with it, its contractors and multiple software vendors. Qualified candidates will be able to demonstrate independence from software vendors and a track record of working with multiple different software systems to develop an integrated whole.

Finally, the special requirements of nuclear facilities require a particular approach to management and organisation that is more rigorous than in any other industry. This approach extends to the systems and infrastructure that supports the organisation and must be well understood by the successful candidate. Thus, qualified candidates will be able to demonstrate a track record in the nuclear field (research, power or military applications are all acceptable). Pallas also has a preference for a candidate with experience of new-build facilities.

The contract will cover work for approximately 5+ years commencing circa 1.9.2018 and tendering will be open to applicants whose qualifications are considered acceptable by Pallas upon review of their Pre-Qualification Questionnaire (PQQ).
