Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:
De inschrijver legt het door hen ingevulde Uniform Europees Aanbestedingsdocument voor, dat bestaat uit een bijgewerkte eigen verklaring en dat door de aanbestedende overheid als voorlopig bewijs wordt aanvaard ter vervanging van door overheidsinstanties of derden afgegeven documenten of certificaten die bevestigen dat de betrokken inschrijver aan alle hierna vermelde voorwaarden voldoet:

1) hij bevindt zich niet in een van de uitsluitingssituaties als bedoeld in de artikelen 67 tot 69 van de wet van 17.06.2016;

2) hij voldoet aan de toepasselijke selectiecriteria als vastgesteld overeenkomstig artikel 71 van de wet van 17.06.2016.

*Het UEA dient door de onderaannemer(s) te worden ingevuld.

III.1.2)
Economic and financial standing
List and brief description of selection criteria:
* De recentste jaarrekeningen of de neergelegde jaarrekeningen, indien de wetgeving van het land van de kandidaat of inschrijver deze neerlegging voorschrijft, waaruit de gezonde financiële situatie blijkt.

* In toepassing van het koninklijk besluit van 15.07.2011 dient de Belgische inschrijver de jaarrekening niet bij zijn offerte te voegen. De aanbestedende overheid zal deze informatie zelf opvragen.

* Minimale eisen financieel.

* De aanbestedende overheid behoudt zich het recht voor om de financiële situatie van de inschrijver te beoordelen aan de hand van de jaarrekeningen (die zij voor Belgische inschrijvers zelf zal opzoeken). In voorkomend geval zal de aanbestedende overheid de current ratio, acid ratio, solvabiliteitsratio, brutomarge en/of netto rendabiliteit berekenen. Deze financiiële ratio's moeten overwegend positief zijn. De inschrijver dient een voldoende financiële draagkracht te hebben.

Minimum level(s) of standards possibly required:
* De aanbestedende overheid zal de jaarrekeningen van de inschrijvers in detail analyseren met behulp van het handelsrapport van Companyweb en de belangrijkste ratio's bepalen. Opgesomde punten zullen van het grootste doorslaggevende belang zijn:

• Lopende schulden of betwistingen t.o.v. RSZ of belastingen.

• Eigen vermogen < 50 % van het kapitaal (Alarmbelprocedure).

• Rendement van het totale vermogen.

• De Operationele Cashflow.

• Nettoverkoopsmarge.

• Liquiditeit in de enge zin.

• De verhouding van het eigen vermogen t.o.v. het totale vermogen.

Enkel de inschrijvers met voldoende financiële draagkracht zullen weerhouden worden.

Technical and professional ability
List and brief description of selection criteria:
* Een geldig ISO 9001 (versie 2008 of 2015) certificaat, of een verklaring of bewijzen inzake gelijkaardige maatregelen op het gebied van kwaliteitsbewaking. Indien geen geldig ISO9001-certificaat kan worden voorgelegd, dient de kandidaat aan de hand van zijn procedures aan te tonen te beschikken over gelijkaardige werkwijzen op volgende domeinen:

- beheer van documenten (werkinstructies, klantspecificaties, ...).

- beheer van registraties (bvb van produktiegegevens,...).

- beheer van kalibraties (een systeem voor kalibratie van meetmiddelen en andere tools, beheer en validatie van meetmethodes voor het produktieproces, ...).

- beheer van de opleidingen en de kwalificaties van zijn personeel.

- beheer van wijzigingen.

- het selecteren en kwalificeren van onderaannemers en leveranciers.

- beheer van klachten en non-conformiteiten.

* Een lijst van de voornaamste leveringen die gedurende de afgelopen 3 jaar werden verricht, met vermelding van het bedrag, de datum en van de publiek- of privaatrechtelijke instanties waarvoor zij bestemd waren. De leveringen worden aangetoond door attesten die de bevoegde autoriteit heeft afgegeven of medeondertekend of, in geval van leveringen voor een particuliere afnemer, door attesten van de afnemer of bij ontstentenis eenvoudigweg door een verklaring van de leverancier.

* Opgave van de al dan niet tot de onderneming behorende technici of technische organen, in het bijzonder van die welke verantwoordelijk zijn voor de kwaliteitscontrole.
