Description of the procurement:
Les prestations consistent avec le plus de réalisme possible, les pressions médiatiques et sociétales simulées des exercices nationaux ou locaux de sécurité nucléaire Défense. La pression médiatique doit simuler les médias TV, radio, presse écrite, les médias numériques et les réseaux sociaux (pour les exercices nationaux (Twitter)). La pression sociétale doit quant à elle simuler la pression des familles, les relais d'opinions, autorités civiles, associations, riverains… Les prestations doivent permettre:

— d'évaluer la gestion de la communication de crise dans tous ses aspects, de l'anticipation à la sortie de crise (exercices nationaux et locaux),

— de proposer un accompagnement technique et pédagogique durant l'exercice (exercices nationaux),

— de proposer une évaluation à chaud puis à froid dans les trente jours suivant l'exercice (exercices nationaux et locaux).

Le présent accord-cadre est conclu pour une durée d'un (1) an à compter de sa date de début d'exécution fixée au 15.3.2019. Il est ensuite reconductible deux (2) fois à chaque date anniversaire de début d'exécution des prestations sans pouvoir excéder une durée de trois (3) ans. À titre indicatif, la date de notification est prévue au cours du mois de janvier 2019.
