Short description of nature and quantity or value of supplies or services:
HSE is seeking to put in place contract for 3 years (with provision to extend for a further 2 years in annual increments) to provide a calibration service to HSE, whose Inspectors, Specialists and Scientists use a wide range of equipment to support their work. Measurement equipment is used to determine exposure to, and control of, many hazards (vapours, noise, dust, toxic gases, flammable gases, radiation, vapour, slips and trips etc.) while various protective equipment (powered RPE, lifejackets, harnesses etc.) are provided for HSE staff for working in asbestos enclosures, above water, on construction sites etc. It is vital that this equipment is in the right place at the right time and calibrated and maintained to the highest standards (typically UKAS). Measurements taken with HSE equipment in support of enforcement action have to withstand the scrutiny of the courts. Hence, the service provider needs to understand that they might be called to account for their quality management systems at any time. A bespoke Equipment Exchange Programme (EEP) ensures that properly calibrated/maintained equipment is always available where needed and the management of the EEP forms the cornerstone of the service required.
