Short description:
Puitejärjestelyn kohteena on Säteilyturvakeskuksen Venäjä-yhteistyöhön liittyvät koulutus- ja asiantuntijapalvelut tämän tarjouspyynnön ja sen liitteiden mukaisesti. Palvelu liittyy Leningradin ja Kuolan ydinvoimalaitosten turvallisuuden kehittämiseen osana STUK:n koordinoimaa ydinturvallisuusalan yhteistyötä Venäjän kanssa. Hanke toteutetaan Venäjän federaation ja Suomen tasavallan hallituksen välisen sopimuksen mukaisesti (laki yhteistyöstä ydinenergian rauhanomaisen käytön alalla, SopS 32/2015). Hankinnan sisältöä on kuvattu tarkemmin liitteessä 1 (Palvelukuvaus).

Description of the procurement:
Yhteistyö toteutetaan koulutusseminaarien muodossa. Seminaarien tavoitteina ovat laitoshenkilöstön koulutukseen, työmenetelmiin, saatuihin kokemuksiin ja hyviksi havaittuihin käytäntöihin liittyvä tiedonvaihto Suomen, Kuolan ja Leningradin ydinvoimalaitosten sekä maiden ydinturvallisuusviranomaisten välillä. Tavoitteena on suomalaisten ydinvoimalaitosten turvallisuusosaamisen ja turvallisuuskulttuurin jakaminen. Tärkeässä osassa koulutusseminaareissa ovat käytännön laitososaaminen ja laitoskierrokset.

Puitejärjestelyyn valittavan toimittajan on oltava suomalaisen toiminnassa olevan ydinvoimalaitoksen käyttöluvan haltija. Vaatimuksella varmistetaan puitejärjestelyyn valittavien toimittajien kyky tuottaa vaatimuksen mukaisia palveluita. Kilpailutuksessa eniten pisteitä saanut yritys valitaan puitejärjestelyn ensisijaiseksi toimittajaksi niiden koulutus- ja asiantuntijapalveluiden osalta, joita molemmat puitejärjestelyyn valitut toimittajat kykenevät tarjoamaan.

Tilaajalla on oikeus ostaa palveluita myös suoraan, mikäli vain toinen puitejärjestelyyn valittavista tarjoajista kykenee tuottamaan vaatimuksen mukaisia koulutus- ja asiantuntijapalveluita.
