This Invitation for Tenders follows the General Procurement Notice for this project which was published in the 31st January 2019.

Jadrová a vyraďovacia spoločnosť, a.s. (JAVYS), hereinafter referred to as “the Employer”, has received a grant from the Bohunice International Decommissioning Support Fund (BIDSF), administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the project A5-A2a – Correction of the JAVYS Power Supply System.

The Employer now invites sealed Tenders from Contractors for the following Contract to be funded from part of the proceeds of the Grant.

The A5-A2a Project is the project providing the correction of the defects and outstanding works from the original BIDSF Project A5-A2 “Modification of the JAVYS power supply scheme after V1 final shutdown”.

The main objective of the A5-A2a Project is the correction of the “JAVYS power supply scheme modification” – mainly the parts performed within the project A5-A2, so that the system ensures the reliable power supply for JAVYS considering such safety aspects as cooling of spent nuclear fuel in an Interim Spent Fuel Storage (ISFS), supply of equipment and systems for dismantling of primary circuit or requirements for operability of systems. Modifications of the power supply systems included provision of a new power supply source for the V1 NPP, modification of the existing V1 NPP 110kV switchyard, modification of the current power supply sources for the systems remaining in operation, erection of a new source of secured power supply on V1 NPP, erection of a new source of secured power supply on technologies for treatment and conditioning of radioactive waste (RWTC), installation of a new control and information system (RIS) for the new power supply of the V1 NPP and the other JAVYS objects, realignment of power supply scheme of some JAVYS external switchboards to new power supply sources.

The Contractor´s scope of works shall include design, engineering, certification, procurement, manufacturing, delivery, installation/erection, dismantling, waste disposal, preparatory works, including the site accommodation, civil works and commissioning, testing and trial operation of the system, development of the as-built documentation and the accompanying technical documentation including Health and Safety programs and Operational procedures. The scope of works shall also include provision of the adequate training to the Employer’s personnel and the provision of support for corrective maintenance works during warranty period.

The works related to the BIDSF Project A5-A2a will be performed on the site of Nuclear Power Plant V1 Jaslovské Bohunice.

Procurement will be carried out in accordance with the EBRD Procurement Policies and Rules which are published in the website http://www.ebrd.com.

Tendering for contracts to be financed with the proceeds of the BIDSF grant which is administered by the Bank is open to firms from any country. The proceeds of the grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Chapter of the United Nations.

To be qualified for the Contract award, the Tenderer must demonstrate to the Employer that it substantially satisfies minimum qualification criteria on qualification, experience and capability of the Tenderers to implement the resulting contract satisfactorily, as specified in the Tender Documents.

Tender Documents may be obtained from the office at the Employer’s address below upon written application (which shall contain Tenderer’s request for Tender Documents, incl. all invoicing data, i.e. company address, correspondence address, tax number identification, VAT number etc.) sent by e-mail or fax and upon payment of a non-refundable fee of Euro one hundred (€ 100) or equivalent in a convertible currency at the account No. EUR 2629106127/1100 IBAN: SK6111000000002629106127, BIC: TATRSKBX, variable symbol: 0136002. Upon the received payment by the Employer, the confirmation invoice will be issued within fifteen (15) days and sent to the Tenderer.

The set of Tender Documents is provided (after payment received by the Employer) in governing language, that is English, and upon request of the Tenderer it will be provided also in Slovak language. In case of discrepancies between English and Slovak sets of Tender Documents, the English set of Tender Documents governs and shall be binding upon each Tenderer.

If requested, the documents will be promptly dispatched by post, but no liability can be accepted for loss or late delivery. If the Tenderer wishes to receive the Tender Documents in person, it shall notify the Employer at least one (1) day prior the expected collection date.

All Tenders must be accompanied by a Tender Security in an amount equal to Euro three thousand
(€ 3,000) or its equivalent in a convertible currency.

Tenders must be delivered at or before 10.00 a.m., CET, 8th July 2019, at which time they will be opened in the presence of those Tenderer’s representatives who choose to attend. Any Tender received by the Employer after the Tender submission deadline will be rejected and returned unopened to the Tenderer. The Tenders must be delivered during the working days, except of public holidays, as specified in the Act No. 241/1993 Coll. on public holidays, and commemorative days as amended.

The Site visit will take place on 15th May 2019 beginning from 09.00 a.m., CET, at V1 NPP Jaslovské Bohunice, Building No. 636, Jaslovské Bohunice.
