POWER SUPPLY TO FACILITIES AND BUILDINGS OF KNPP AND SERAW



This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities, on the European Bank for Reconstruction and Development website, Procurement Notices (http://www.ebrd.com) on 18 January 2019, and in the Bulgarian newspaper Trud on 18 January 2019.



State Enterprise Radioactive Waste (SERAW) hereinafter referred to as “the Employer”, intends using a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF), administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of POWER SUPPLY TO FACILITIES AND BUILDINGS OF KNPP AND SERAW.



The project is being managed by the Decommissioning- Repository Project Management Unit (D-R PMU) and all questions regarding this tender should be directed to the Head of D-R PMU as noted below.



The Employer now invites sealed tenders from Contractors for the following contract to be funded from part of the Grant:



POWER SUPPLY TO FACILITIES AND BUILDINGS OF KNPP AND SERAW





The estimated contract award is September 2019. The work shall be completed in no more than 164 (One hundred and sixty four) weeks after Contract award.



Procurement will be carried out in accordance with EBRD Procurement Policies and Rules. The contract to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.



To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:



. Eligibility requirements - as above;
. General experience – minimum average annual turnover over the last 5 (five) years of not less than €3,000,000.00 (Three Million Euros) or equivalent;
. Particular experience – successful completion of at least 2 (two) contracts of a similar nature and complexity within the last 5 (five) years;
. Personnel capabilities - suitably qualified personnel;
. Financial position – balance sheets for the last 5 (five) years;
. Litigation - no consistent history of litigation awards against the Contractor within the last 5 (five) years;
. Quality Assurance - Quality Management System in compliance with the current ISO 9001, ISO 14001, ISO 27001, OHSAS 18001 and SA8000 standard series, or internationally recognised equivalent;
. Registration in the Bulgarian Construction Chamber – 3rd group, 1st category, or the recognised equivalent from the country of registration of the Tenderer.


The proceeds of the Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.



To be qualified for the award of a contract, tenderers will have to demonstrate to the Employer that they substantially satisfy the requirements detailed in the Instructions to Tenderers and Tender Data regarding their recent relevant experience and capabilities to provide required facilities, plant and equipment and associated services.



Tender documents may be obtained at the Employer's Mailing address listed below, upon submission of a written formal demand and a copy of payment of a non-refundable fee of €100.00 (One Hundred Euros) in cash or by bank transfer to the following bank account:

Bank commissions and fees shall be to the expense of the tenderer. The tender documents will be dispatched promptly by e-mail and by courier at the first opportunity, following confirmation of receipt of the fee by the Employer, but no liability will be accepted for loss or late delivery. In the event of discrepancy between electronic and hard copies of the documents, the hard copies shall prevail.

The tenderer’s formal request for the tender documents shall include details of the postal address and email address of where the tender documents are to be sent and a contact name, telephone and fax numbers, email address for future correspondence, invoice details and VAT number of the tenderer.

All tenders must be accompanied by a Tender Security of €100,000.00 (One hundred thousand Euros).

Tenders must be delivered to the office at the address below on or before 14.00 hrs. (local Bulgarian time) on Monday 24th June 2019 Tenders will be opened on the same day, Monday 24th June 2019 at 14.00 hrs. (local Bulgarian time) in the presence of those tenderers’ representatives who choose to attend.



Tenders delivered after this deadline will be rejected and returned unopened.

This notice refers to goods, works or consultancy services to be procured though open and competitive tendering for projects/ contracts funded through funds which are administered by the EBRD.
