Short description:
Työ- ja elinkeinoministeriö on käynnistämässä uutta nelivuotista kansallista ydinvoimalaitosten turvallisuustutkimusohjelmaa. Uuden tutkimusohjelman puiteohjelma ja ehdotus tutkimusohjelman organisoinnista valmistuvat syksyllä 2018.

Kansallisen ydinvoimalaitosten turvallisuus-tutkimusohjelman tulee täyttää ydinenergialain (990/1987) luvun 7 a vaatimukset ydinvoimalaitosten turvallisuustutkimuksen osalta. Uusi tutkimusohjelma käynnistetään vuoden 2019 alussa.

Tutkimusohjelma on jatkoa käynnissä olevalle SAFIR2018-tutkimusohjelmalle. Tutkimusohjelma tulee kattamaan pääpiirteissään samat aihepiirit, mutta huomioi myös käynnissä olevan turvallisuustutkimusohjelman aikana tapahtuneen ydinvoimalaitosten turvallisuustutkimuksen kansallisen kehityksen. Tutkimusohjelmaa rahoittaa pääosin Valtion ydinjätehuoltorahasto (VYR). Tutkimusohjelman johtaminen järjestetään hallintohankkeen kautta. Hallintohankkeen projektipäällikkö toimii tutkimusohjelman johtajana.

Description of the procurement:
Hankinnan kohteena on kansallisen ydinvoimalaitosten turvallisuustutkimusohjelman 2019–2022 hallintohanke.

Edellytyksenä hallintohankkeen menestykselliselle läpiviennille on, että yksi henkilö (tutkimusohjelman johtaja) hoitaa henkilökohtaisesti huomattavan osan hallintohankkeen tehtävistä. Näitä tehtäviä ovat:

• Vuosittaisten tutkimussuunnitelmien ja vuosiraporttien kokoaminen johtoryhmän ohjeiden mukaisesti. Hankehakujen käytännön toteutus TEM:n apuna.

• Suunnitelmien toimeenpanon seuranta ja hankkeiden edistymisen raportointi johtoryhmälle ja TEM/VYR:lle. Tämä tapahtuu myös tuki- ja ohjausryhmien kokousten valmisteluna yhdessä näiden puheenjohtajien kanssa sekä joidenkin kokousten sihteerinä toimimisena sekä muissa kokouksissa osallistumisena niihin.

• Johtoryhmän kokousten valmistelu puheenjohtajan kanssa ja kokousten sihteerinä toimiminen.

• Johtoryhmän avustaminen tutkimusohjelman sisällöllisessä ja laadullisessa kehittämisessä.

• Ulkoinen tiedotus ja sisäisen tiedonvaihdon koordinointi (verkkosivut sekä tarvittavat sisäiset sivut) sekä seminaarien (2/4a) järjestäminen ja kerran kaudessa toteutettavan ulkoisen evaluoinnin järjestämiseen osallistuminen.

• Suomen Euratom/Fission kansallisen tukiryhmän sihteeristönä toimiminen, fissiotyöryhmän työhön osallistuminen.

Tutkimusohjelman johtajalla tulee olla työkokemuksen puolesta riittävät edellytykset hoitaa laaja-alaista ydinvoimalaitosten turvallisuustutkimusohjelman tehtäväkokonaisuutta sekä kykyä itsenäiseen toimintaan ja verkostoitumiseen. Kyvyllä yhteistyöhön ja itsenäiseen toimintaan on erityinen painoarvo. Tutkimusohjelman johtajan organisaation tulee antaa johtajalle tarvittava hallinnollinen tuki.

Työ- ja elinkeinoministeriö tekee hallintohankkeen suorittajan valinnan hankintalain (1397/2016) mukaisesti.

Ministeriö tekee hallintohanketta koskevan päätöksensä ja tutkimusohjelman johtajan nimitysesityksensä vuoden 2018 alussa. Tämän jälkeen ministeriö vie esityksensä Valtion ydinjätehuoltorahastolle. VYR:n tilaus- ja rahoituspäätös on odotettavissa maaliskuun 2018 aikana.

Ministeriö liittää vuosina 2019–2022 hallintohankkeen vuosittaiseen esitykseensä VYR:lle ydinenergialain edellyttämäksi hankekokonaisuudeksi.
