Project Description: Nuclear Power Plant, utilizing AP1000® reactor technology, composed of three (3) specified reactor units and all other nuclear and non-nuclear facilities, with installed capacity up to 3,750MW.
Project Location: Municipality of Choczewo (Lubiatowo-Kopalino), in the Republic of Poland.

Description:
1. Experienced and Qualified General Construction Contractors are invited to provide general construction and site support services at the project location for the Poland Nuclear Power Plant. The General Contractor shall be responsible for completing all aspects of the scope of work including, but not limited to, providing all necessary tools, equipment, labor, supervision, professional services, materials, consumables, and supplies in order to complete the following works:
• Site grading for exploratory locations, maintaining surface water drainage paths, providing stable working platforms for rigs and equipment, providing and maintaining all on-site access paths for movement of drill rigs and support vehicles until the completion of field work;
• Completing initial and as-built survey of investigation locations;
• Backfilling the completed subsurface investigation points with cement/bentonite/grout, disposal of drill cuttings and fluids;
• Maintaining the project compound (including janitorial services) and other facilities (including repairs) to ensure they remain operational, and providing additional facilities (if necessary);
• Responsible for all waste disposal including general construction materials and office generated waste;
• Providing support services for Subsurface Investigations activities such as: supply of fresh and potable water, supply of fuel, delivery of materials from the warehouse, relocation, reinstallation, decommissioning, repairs and maintenance of site and rig facilities;
• Providing occupational health and medical services on site, including staffing licensed medical personnel, providing occupational medical care, and managing emergency care with evacuation capabilities. Responsibilities include establishing and managing a mobile fully licensed medical facility in Poland, supplying necessary pharmaceuticals and medical equipment, maintaining an electronic medical records system compliant with Polish privacy laws, and conducting drug and alcohol testing per site policies. Also providing emergency response vehicles, a mobile first aid clinic with advanced life support capabilities, and staff with advanced trauma and occupational health training.
• Provide a comprehensive Health, Safety and Environmental Programme for site-wide geotechnical investigation work, including plans, procedures, training and qualified safety personnel.
The detailed scope of work will be outlined in the specifications, scope documents, and other contractual materials provided to the Subcontractor within the Request of Quotation as outlined by the schedule below.
Interested parties shall have documented, proven experience as a General Contractor in planning the services associated with completing the Work; providing equipment which is new or like new condition; and proven experience and providing all required quality, safety and execution documentation related to completion of the subsurface investigation scope of work, specification, and other subcontract requirements.
Interested General Contractor companies must register/update their Company's information in Bechtel's iSupplier portal at https://supplier.becpsn.com link, select commodity code HXYG as their specialty. If Contractor has any questions or to express interest in bidding this requirement, Subcontractor shall notify Bechtel’s Contact Person. At that point, Bechtel shall provide the interested party the Poland Prequalification Questionnaire where Subcontractor would complete with response to Bechtel for review.
Bechtel notes that previous proven construction support services of work as outlined within this notification will be mandatory and additional documentation / evidence of capability and capacity to self-perform key elements of the scope will be required.
2. The prequalification criteria and required documents for submission will be included and defined in the prequalification questionnaire. Examples thereof include demonstration of (i) experience in Construction Support Services as outlined within this notification, (ii) availability of equipment in performance of civil engineering, janitorial, facility management services (iii) safety record and compliance to quality requirements and ISO 9001 certification or quality program that is comparable to ISO 9001 (to be approved by Bechtel and PEJ), (v) compliance to certification of legally mandatory requirements (incl. anti-corruption and sanctions), (vi) financial standing (solvency), and (vii) organizational capabilities.
3. Upon Bechtel’s evaluation of response to the Poland Prequalification Questionnaire, Bechtel will notify whether Contractor meets, conditionally meets, or does not meet the prequalification requirements. Subcontractor’s submission of Prequalification Questionnaire does not automatically qualify Subcontractor to be prequalified.
4. Each prequalified Company will be required to execute a Non-Disclosure Agreement (NDA).
5. Subcontractors meeting the prequalification criteria and who have executed the NDA will be invited to submit the proposals for Civil Construction and General Support Services.
6. The Request for Quotation (RFQ) will include the award criteria, scope of work, specifications, drawings, datasheets, terms and conditions, and schedule data. The RFQ will be issued via Bechtel’s Digital Supply Chain System automation tool.
7. The RFQ document will include the scope of civil support services. This includes, but is not limited to mobilizing a sufficient number of equipment and staff to the project site, moving equipment around the site, maintaining the compound, access paths, and work areas, supplying and managing consumables, disposing of waste, cleaning up the site, demobilizing, any other tasks outlined in this notification.
As an example of the scope of work estimated quantities, the following are provided:
• Borings with SPT: approximately 616 locations, totaling 9,738 linear meters;
• Borings: approximately 177 locations, totaling 2,929 linear meters;
• CPT soundings: approximately 235 locations, totaling 2,882 linear meters
• Test pits: approximately 44 locations, each to a maximum depth of 4 meters
• Office compound size: estimate at 3,449.5 square meters
NOTE: The quantities provided above are APPROXIMATE only. The intent is to give bidders an idea of the scale of the project. Actual quantities will be included in official bid package.
8. Proposal may be provided in EURO, PLN, USD. Furthermore, the proposals will be requested as a firm fixed unit rate (not subject to any price adjustment) with agreement to unit rates for change management.
9. Award criteria shall be based on a combination of the highest evaluated scored proposal with consideration of the following key criteria in order of relevance, together with cost which will determine the final decision for award which will be detailed further in the Bid Document(s) and during the RFQ phase.

10. Any Subcontractor that does not meet the mandatory requirements outlined within this notification will be excluded from the tender process.
11. The procedure for the Subcontractor to gain access to classified information, as required, will be subject to compliance with the executed NDA, Applicable Export Laws, Applicable Laws, and Applicable Safeguards Laws which will be included in the RFQ document.

Sanctions
The Subcontractor shall certify that (i) is not subject to Sanctions, and (iii) do not present a threat to the security interests of Poland, in particular that they are not (a) a Russian national, or a natural or legal person, entity or body established in Russia or (b) a legal person, entity or body whose proprietary rights are directly or indirectly owned for more than fifty percent (50%) by an entity referred to in point (a) of this Section or (c) a natural or legal person, entity or body acting on behalf or at the direction of an entity referred to in point (a) or (b) of this Section.
“Sanctions” shall mean measures aimed at maintaining or restoring international peace and security enacted by the United Nations and/or the European Union and/or the Poland and/or the US, or any such sanctions law applicable to the Subcontractor or undertaking relating to or in connection with this submittal of Prequalification Questionnaire or undertaking's, such as sectoral measures, economic and financial measures, or measures introduced against countries (embargoes), natural or legal persons or groups or non-state entities (blocking measures).
