Project Description: Nuclear Power Plant, utilizing AP1000® reactor technology, composed of three (3) specified reactor units and all other nuclear and non-nuclear facilities, with installed capacity up to 3,750MW.
Project Location: Municipality of Choczewo (Lubiatowo-Kopalino), in the Republic of Poland.

Description: 1. Experienced and qualified geotechnical/geological testing services company capable of conducting geotechnical support through logging at the project location and laboratory testing at the subcontractor location for the Poland Nuclear Power Plant. The scope of work includes, but is not limited to: • providing qualified rig and lead geologists/geotechnical engineers to log a ground investigation, produce field logs, maintain samples and sample storage, complete field testing for electrical and thermal resistivity; • complete laboratory testing on soil samples, produce final logs, and produce final, professionally certified reports (data report and required reports to be submitted to Polish authorities.
Subcontractor is to provide all tools, equipment, labor, supervision, technical and professional services, materials, consumables, and supplies required to complete the scope.
The Request of Quotation (RFQ) will provide a detailed scope of work including specifications, and other contractual materials per the schedule below.
Interested parties shall have documented proven experience, such as planning the services associated with completing the work, and providing all required quality, safety and execution documentation related to completion of the geotechnical/geological testing scope of work, and other subcontract requirements.
Interested companies must register/update their Company's information in Bechtel's iSupplier portal at https://supplier.becpsn.com link and select Commodity Code CY05 as their specific area of interest. Bechtel shall provide the interested party the Poland Prequalification Questionnaire (PQQ) where interested party would complete with response to Bechtel for review.
Bechtel notes that previous proven geotechnical and testing services of similar scale and complexity which includes logging of geotechnical/geological boreholes with Standard Penetration Testing (SPT) and intact sampling and cone penetration tests (CPTs) and completion of laboratory testing will be mandatory and additional documentation / evidence of capability and capacity to self-perform key elements of the scope will be required.
2. The prequalification criteria and required documents for submission will be included in the PQQ and includes demonstration of (i) experience in furnishing subsurface investigation scope in the past or current projects which is equivalent or equal to the complexity of the Poland AP 1000 project, (ii) availability of capable of staff and equipment in performance of scope, (iii) acceptable safety record and compliance to quality requirements including current ISO 9001 certification (or comparable quality program to be approved by Bechtel and PEJ), (v) compliance to certification of legally mandatory requirements, (vi) financial standing (solvency), and (vii) organizational capabilities.
3. Upon Bechtel’s evaluation of Subcontractor’s response to the PQQ, Bechtel will notify if Subcontractor meets, conditionally meets, or does not meet the prequalification requirements. Subcontractor’s submission of PQQ does not automatically qualify Subcontractor to be prequalified.
4. Each prequalified Subcontractor will be required to execute a Non-Disclosure Agreement (NDA).
5. Subcontractors meeting the prequalification criteria and who have executed the NDA will be invited to submit the proposals for geotechnical testing scope.
6. The Request for Quotation (RFQ) will include the award criteria, scope of work, specifications, drawings, datasheets, terms and condition, and schedule data. The RFQ will be issued via Bechtel’s Digital Supply Chain System automation tool.
7. The scope of work includes, but is not limited to, mobilization of adequate number of equipment and staff to the project site, completion of field investigation services, completion of laboratory testing of classification and mechanical testing on a sub-selection of the obtained samples. Production of multiple data reports and reports to be submitted to Polish authorities.
The approximate quantities include: • 616 SPT locations with total of 9738 linear meters. • 177 continuous core borings with total of 2929 linear meters. • 235 CPT soundings with total of 2882 linear meters. • 44 test pits each to maximum depth of 4 meters.
8. Proposal may be provided in EURO, PLN, or USD. Furthermore, the proposals will be requested as firm fixed unit rates (not subject to any price adjustment) with agreement to unit rates for change management.
9. Award criteria shall be based on a combination of the highest evaluated scored proposal with consideration of the following key criteria in order of relevance, together with cost which will determine the final decision for award which will be detailed further in the Bid Document(s) and during the RFQ phase. The bidder shall show self-performance capability and capacity for each of the key criteria relevant to the scope of work for this package. a. Previous Proven Relevant Experience b. 10. Any Subcontractors that do not meet the mandatory compliance requirement will be excluded from the tender process.
11. The procedure for the Subcontractor to gain access to classified information, as required, will be subject to compliance with the executed NDA, Applicable Export Laws, Applicable Laws, and Applicable Safeguards Laws which will be included in the RFQ document. Sanctions
The Company shall certify that (i) is not subject to Sanctions, and (iii) do not present a threat to the security interests of the Poland, in particular that they are not (a) a Russian national, or a natural or legal person, entity or body established in Russia or (b) a legal person, entity or body whose proprietary rights are directly or indirectly owned for more than fifty percent (50%) by an entity referred to in point (a) of this Section or (c) a natural or legal person, entity or body acting on behalf or at the direction of an entity referred to in point (a) or (b) of this Section.
The Company shall confirm that all Subcontractors of any tier will provide such certification as a part of the Proposal.
“Sanctions” shall mean measures aimed at maintaining or restoring international peace and security enacted by the United Nations and/or the European Union and/or the Poland and/or the United States, or any such sanctions law applicable to the Company or undertaking relating to or in connection with this submittal of Prequalification Questionnaire or undertakings, such as sectoral measures, economic and financial measures, or measures introduced against countries (embargoes), natural or legal persons or groups or non-state entities (blocking measures).
