Project Description: Nuclear Power Plant, utilizing AP1000® reactor technology, composed of three (3) specified reactor units and all other nuclear and non-nuclear facilities, with installed capacity up to 3,750MW.

Project Location: Municipality of Choczewo (Lubiatowo-Kopalino), in the Republic of Poland.

Description:

1. Experienced and qualified Companies are invited to provide engineering and construction services, including supply, installation, testing and commissioning of Temporary Warehousing Structure and Fabrication Shops (commodity code UA11) at the project location for the Poland Nuclear Power Plant.

The facilities are industrial standard, temporary, non-safety related, non-seismic, commercial-grade steel buildings, intended solely to support construction activities and not plant operations. All works must comply with Polish law, EU standards, and Authority Having Jurisdiction (AHJ) requirements, with the Pomeranian Voivode acting as AHJ.

General Building Characteristics:
- Structures are steel-framed, modular or pre-engineered metal buildings (PEMB).
- Buildings are single-story, rectangular, low-rise, with pitched roofs.
- Facilities must remain fully operational year-round in a Baltic coastal environment for a design life of 15 years.
- All buildings are electric-only; no gas installations are permitted.
- Uniform construction technology, finishes, and systems must be applied across all buildings for each of two types of buildings: warehouses and fabrication shops.
- All furnish and production lines are excluded from the scope, the subject of the bid is limited to the solely buildings only.

Temporary Warehousing Buildings – Quantity and Size
3 temporary warehouse buildings, total area 22,170 m²:
- Warehouse 182: 8,400 m² (120 × 70 × 10 m)
- Warehouse 183: 7,650 m² (150 × 51 × 10 m)
- Warehouse 184: 6,120 m² (120 × 51 × 10 m)

Structural and Architectural Requirements
- Reinforced concrete slab foundations designed for heavy material handling.
- Steel superstructure enclosed with insulated metal wall and roof panels.
- Fire-resistant construction materials.
- Concrete floor finish throughout.
- Light-colored exterior siding and roofing.

Functional Requirements
- Areas for receiving, unpacking, sorting, staging, and “on-hold” materials.
- Segregated storage for tools, instruments, piping, electrical materials, and hazardous goods.
- Pallet racking, shelving, bins, and forklift-compatible aisle spacing.
- Rapid roll-up material doors (minimum 6 m clearance).
- Minimum four personnel/emergency exits per building.
- Climate control (heating, ventilation, and cooling where required).
- Access control via card, mobile app, or biometric systems.
- Adequate drainage, lighting, and proximity to work fronts.
- Overhead crane in the warehouse No. 184

Temporary Fabrication Shops – Quantity and Size
11 fabrication buildings, total area 20,735 m².
Each building: 1,885 m² (65 × 29 × 10 m).

Structural and Architectural Requirements
- Reinforced concrete slab foundations.
- Commercial-grade steel superstructure.
- Insulated metal siding and roofing.
- Fully enclosed, climate-controlled environments.
- Ventilated.

Functional Requirements
- Fabrication lines and material handling areas.
- Tool and equipment storage with secure access.
- Rapid roll-up material doors and personnel exits.
- Fire-resistant materials and systems.
- HVAC systems.
- Adequate site drainage and lighting.
- Layout flexibility subject to Buyer approval.

Building Systems and Installations (Applicable to All Buildings)
Structural

- Designed for dead, live, wind, snow loads.
- Anchored steel structures on reinforced concrete slabs.

Mechanical (HVAC)
- Air handling units with heating, cooling, filtration, and heat recovery.
- Dedicated ventilation systems for warehouses and workshops.
- Electric-powered systems only.
- No permanent water or sewage systems; portable handwash stations only.

Fire Protection
- Fire classification per Polish regulations (ZL I or as determined).
- Fire alarm system.
- Emergency lighting.
- Internal hydrants (25 mm), fire extinguishers, fire dampers.
- External hydrants with 20 dm³/s water flow.
- Fire access roads and rescue provisions.

Electrical
- 400/230 V, 50 Hz TN-S earthing system.
- Main distribution panels and sub-panels.
- LED lighting (normal and emergency).
- Emergency lighting minimum 90 minutes autonomy.
- IP54-rated electrical enclosures.
- Lightning protection per PN-EN 62305.

Design, Permits, and Compliance
- Seller responsible for full design, engineering, and coordination.
- Final Design must be sealed by licensed Polish engineers/architects.
- Compliance with Polish law, EU directives, and project specifications is mandatory.

The detailed scope of work will be outlined in the specifications, scope documents, and other contractual materials provided to the Companies within the Request of Quotation as outlined by the schedule below.

Interested Companies must register/update their company's information in Bechtel's iSupplier portal at Suppiers - Bechtel, select commodity code UA11. If the Company has any questions or wants to express interest in bidding, the Company shall notify Bechtel’s Contact Person – Monika Kalandyk (mkalandy@bechtel.com). At that point, Bechtel shall provide the interested party the Poland Prequalification Questionnaire for the Company to complete and return to Bechtel for review.

Bechtel notes that previous proven design, fabrication, installation and commissioning of year-round modular or pre-engineered metal halls with climate control and ventilation systems of similar scale and complexity will be mandatory and additional documentation / evidence may be required.

2. The prequalification criteria and required documents for submission will be included and defined in the prequalification questionnaire. Examples thereof include demonstration of (i) experience in design, fabrication, installation and commissioning of steel structured buildings in the past or current projects, (ii) availability of construction equipment in performance of the scope, (iii) safety record and compliance to quality requirements and ISO 9001 certification or quality program that is comparable to ISO 9001 (to be approved by Bechtel), (v) compliance to certification of legally mandatory requirements (incl. anti-corruption and sanctions), (v) financial standing (solvency), and (vi) organizational capabilities.

3. Upon Bechtel’s evaluation of response to the Poland Prequalification Questionnaire, Bechtel will notify whether Company meets, conditionally meets, or does not meet the prequalification requirements. Subcontractor’s submission of Prequalification Questionnaire does not automatically qualify Subcontractor to be prequalified.

Bechel reserves the right to exclude any of the following from this Competitive Bidding process:
a. any economic operator that is directly or indirectly owned or controlled by an entity from a country not covered by the Government Procurement Agreement ("GPA") with the EU; or
b. economic operators who rely in the Competitive Bidding process on capacities of any entities from countries not covered by the GPA with the EU.
Such decision of Bechtel shall not be subject to complaint.

In the event of high competitiveness of the proceedings (a large number of companies expressing interest), Bechtel reserves the right to conduct a preliminary preselection of companies for further proceedings, which demonstrate the greatest potential for performing the scope of work.

The Owner shall be responsible for monitoring the Contractor’s compliance with the competitive procedure. Thus, the Contractor shall transmit any complaint received to the Owner. The Owner reserves the right to audit the Contractor's selection of subcontractors under the competitive procedure, in line with the requirements of the Prime Contract.

4. Each prequalified Company will be required to execute a Non-Disclosure Agreement (NDA).

5. Company meeting the prequalification criteria and who have executed the NDA will be invited to submit the proposals for the scope as part of the Request for Quotation (RFQ) process.

6. The RFQ will include the award criteria, scope of work, specifications, drawings, datasheets, terms and conditions and schedule data. The RFQ shall be issued via Bechtel’s Digital Supply Chain System automation tool.

7. Company’s proposal may be provided in either EURO, PLN or USD. Furthermore, the proposals will be requested as a firm fixed price (not subject to any price adjustment) with agreement to unit rates for change management.

8. The procedure for the Company to gain access to classified information, as required, will be subject to compliance with the executed NDA, Applicable Export Laws, Applicable Laws, and Applicable Safeguards Laws which will be included in the RFQ document.

9. Award criteria shall be based on a combination of the highest scored technical proposal with consideration of the following key criteria in order of relevance, together with cost which will determine the final decision for award which will be detailed further in the Bid Document(s) and during the RFQ phase.

Section 3: Legally mandatory compliance requirement, including but not limited to:

Sanctions

The Subcontractor shall certify that (i) is not subject to Sanctions, and (iii) do not present a threat to the security interests of Poland, in particular that they are not (a) a Russian national, or a natural or legal person, entity or body established in Russia or (b) a legal person, entity or body whose proprietary rights are directly or indirectly owned for more than fifty percent (50%) by an entity referred to in point (a) of this Section or (c) a natural or legal person, entity or body acting on behalf or at the direction of an entity referred to in point (a) or (b) of this Section.

The Company shall confirm that all Subcontractors of any tier will provide that they are not subject to any of criterion mentioned above as a part of the Proposal.

“Sanctions” shall mean measures aimed at maintaining or restoring international peace and security enacted by the United Nations and/or the European Union and/or the Poland and/or the US, or any such sanctions law applicable to the Company or undertaking relating to or in connection with this submittal of Prequalification Questionnaire or undertaking's, such as sectoral measures, economic and financial measures, or measures introduced against countries (embargoes), natural or legal persons or groups or non-state entities (blocking measures).

Any Companies that do not meet the legally mandatory compliance requirements, as specified above, will be excluded.
