II.1) Scope of the procurement II.1.1) Title: Design, manufacture, supply, delivery and installation of the european spallation source intrabay doors, floor valves and component transfer hatch.
Reference number: T/RHH020/18 II.1.2) Main CPV code 44421500 II.1.3) Type of contract Works II.1.4) Short description: The ESS is one of the world's largest scientific and technology infrastructure projects being constructed today, currently under construction to the north east of Lund (Sweden). It will include a waste processing plant known as the Active Cells.
The required Works form an integral part of the Active Cells perimeter. It is therefore required that these works perform as part of the perimeter confinement and radiation boundary such that the Works will act to ensure that radioactive particles and radiation within the Active Cells do not pose a hazard to people and the environment. The Contractor shall design manufacture deliver install and commission (including all required testing, verification and documentation) the following:
— active Cell Upper and Lower Intrabay Doors,
— active Cell Floor Valve 2 off,
— active Cell Component Transfer Hatch,
— actuating mechanisms, drives and low level control systems.

The limiton the number of operators who will be invited to tender or to participate is 7, subject to the tie-breaker set out in the Pre-Qualification Questionnaire.
Negotiation will take place in successive stages in order to reduce the number of tenders to be negotiated by applying the award criteria specified in the Invitation to Negotiate.
The estimated values for the total contract value and each lot represent the lower bound of the range UKAEA has estimated. The upper bounds are:
— total contract value: 9 000 000 GBP,
— lot 1: 9 000 000 GBP,
— lot 2: 2 000 000 GBP,
— lot 3: 7 000 000 GBP.

The Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek further debriefing from the Authority before a contract is entered into.
Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided within a minimum of 3 working days before the expiry of the standstill period.
Such additional information should be sought from the contact named in this notice.
If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2015 (SI 2015 Nº 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
Any such action must be brought promptly (generally within 3 months).
