Der aktuelle Kenntnisstand über grundlegende Materialeigenschaften, Materialverhalten sowie materialspezifische Kennwerte von Salzbeton M2 und M4 sollen ergänzt und erweitert werden. Ziel der Untersuchungen ist, Diffusion im unkorrodierten (Ausgangszustand) und korrodierten Zustand zu ermitteln und den Kenntnisstand zur Korrosion der Baustoffe zu erweitern. Die Diffusion ist als zeitliche Änderung von Konzentrationsgradienten in Form von Diffusionskoeffizienten zu quantifizieren. Zur Messung sind Lösungen zu verwenden, die im Vergleich zu den Porenlösungen der Baustoffe einen erhöhten Kaliumgehalt aufweisen. Die zu bestimmenden Koeffizienten sind effektive Diffusionskoeffizienten, die die Tortuosität, d. h. den Einfluss des Aufbaus der Porensysteme berücksichtigen.

Hinsichtlich der Einlegung von Rechtsbehelfen wird auf folgende Rechtsvorschriften verwiesen:

— § 134 GWB Informations- und Wartepflicht,

— § 135 GWB Unwirksamkeit,

— § 160 GWB Einleitung, Antrag

Zur Einlegung von Rechtbehelfen und der Präklusionswirkung ist der nachfolgend zitierte §160GWBzubeachten:

(1) Die Vergabekammer leitet ein Nachprüfungsverfahren nur auf Antrag ein.

(2) Antragsbefugt ist jedes Unternehmen, das ein Interesse an dem öffentlichen Auftrag oderderKonzessionhat und eine Verletzung in seinen Rechten nach § 97 Absatz 6 durch NichtbeachtungvonVergabevorschriftengeltend macht. Dabei ist darzulegen, dass dem Unternehmen durch diebehaupteteVerletzung derVergabevorschriften ein Schaden entstanden ist oder zu entstehen droht.

(3) Der Antrag ist unzulässig, soweit:

1) der Antragsteller den geltend gemachtenVerstoßgegenVergabevorschriften vor Einreichen des Nachprüfungsantrags erkannt und gegenüber demAuftraggebernichtinnerhalb einer Frist von 10 Kalendertagen gerügt hat; der Ablauf der Frist nach § 134 Absatz2 bleibtunberührt,

2) Verstöße gegen Vergabevorschriften, die aufgrund der Bekanntmachung erkennbar sind, nichtspätestensbiszum Ablauf der in der Bekanntmachung benannten Frist zur Bewerbung oder zurAngebotsabgabegegenüberdem Auftraggeber gerügt werden,

3) Verstöße gegen Vergabevorschriften, die erst in den Vergabeunterlagen erkennbar sind, nichtspätestensbiszum Ablauf der Frist zur Bewerbung oder zur Angebotsabgabe gegenüber dem Auftraggebergerügt werden,

4) mehr als 15 Kalendertage nach Eingang der Mitteilung des Auftraggebers, einer Rüge nichtabhelfenzuwollen, vergangen sind. Satz 1 gilt nicht bei einem Antrag auf Feststellung der Unwirksamkeit desVertragsnach§ 135 Absatz 1 Nummer 2. § 134 Absatz 1 Satz 2 bleibt unberührt.

Es wird hiermit darauf hingewiesen, dass sämtliche vorgenannten Fristen für dieErhebungvonvergaberechtlichen Rügen gegenüber dem Auftraggeber und die Fristen für die Wahrung derZulässigkeiteinesNachprüfungsverfahrens zu beachten sind.
